    Manages the quality program at the project level. Assures project specific plans are implemented. Identifies need for plan updates during construction based on changes in scope, execution, materials, identified trends, or client concerns.

    Communicates quality expectations and responsibilities to all management, employees, subcontractors, and vendors.

    Assures documents are approved, controlled, distributed, and retained properly.

    Inspects all aspects of construction and documents all non-conformance concerns. Participates in collaborative groups to determine corrective and preventative actions.

    Supervision Received:

    Daily functions completed independently while working with other field management.

    Requests and receives guidance from Corporate Quality Manager as needed.

    Essential Job Duties:

    1. Implements Quality Management Program on projects.

    Pipeline Project Manager

    Summary:

    Responsible for leading, managing, and administering the pipeline project from award through contract close out. Develops and manages budgets and schedules, manages performance, reports progress, and initiates action to assure project objectives and schedules are met and work is performed within budget and according to specifications. Resolves problems and coordinates the final turnover of the project to the customer.   Provides leadership for the development and maintenance of a high performance project team. Has overall responsibility for the Project execution, profit and loss , ensuring that the project is delivered within contract requirements while meeting Customer and Welded standards of quality and safety.

    The position is located in Perrysburg, Ohio.  Relocation allowance may be available for the right candidate.

     Essential Job Duties:

    1. Defines and communicates roles, responsibilities and authorities to project team members/partners and the Customer to ensure project completion in a safe manner, within budget, on schedule, and in conformance with the appropriate standards, specifications and applicable regulatory requirements.
    2. Ensures scope, design basis and objectives are defined, best practices/lessons learned reviewed, detailed work plans, schedules, budgets and procedures are established.
    3. Ensures the development, communication, implementation, update and continual use of the Project Execution Plan. Ensures implementation of project control systems that measure progress/performance, provide early warning of deviations from Plan, and identify corrective actions to be taken.
    4. Monitors and controls all contractual commitments to ensure that all work is being performed in accordance with the specifications, drawings and terms of the contract, that a trend program is in place, that change orders and claims are processed in a timely manner.
    5. Works closely with Construction Superintendent to ensure alignment of technical (i.e. construction) efforts with contractual requirements.
    6. Is knowledgeable of and a champion for the Project Quality Management Plan. Manages customer perception of quality on a regular periodic basis.
    7. Reviews and approves commitments on all major purchase orders, contracts, and sub-contracts, and approves critical changes to these documents in accordance with the delegated commitment authority.
    8. Directs the preparation and presents the Project Status Report to Welded management.
    9. Manages project cash flow to minimize the use of company resources on the project. Establishes and controls the budget for all project costs.
    10. Conducts periodic project and Customer meetings consistent with the project communications plan to promote and facilitate communication, review progress/performance, discuss issues and facilitate problem resolution.
    11. Documents all turnover activities and obtains Customer’s final acceptance of the work.
    12. Assists in the training of new project managers and other project personnel in key positions.

    Job Knowledge:

    • Knowledge of continuous improvement methodologies.
    • Knowledge and experience in contracts/subcontracts formulation, risk analysis, negotiations, and implementation including:
      • Change control and documentation management
      • Cost trend program and its linkage to change control
    • Knowledge and ability to interface effectively with various function groups, especially Project Controls, Supply Chain Management, Quality Management, and Safety.
    •  Strong written and oral communication skills.

    Requirements:

    Bachelor degree in Construction Management, Construction Engineering, or a related field from an accredited college.

    Ten years of experience in heavy civil construction, with at least four years in the pipeline industry.  Experience with contracting firm is preferred; experience with Owner and/or Agency entities may be acceptable.

    Knowledge and experience necessary to develop, implement, and maintain a Pipeline Project Execution Plan, including the following:

    Pipeline Purchasing Agent

     Summary:

    The Purchasing Agent (PA) is directly responsible and accountable for all purchasing, inventory, materials management, startup/closeout and leadership of associated personnel for all materials and supplies on a Welded project. The PA role is critical to the success of any project. The management of all materials and supplies from the time the item is identified by the construction team to the time that the item is consumed or installed is under the direct control of the PA. A successful PA works as a critical team member of the project team in concert with both the Project Manager and the Superintendent.

    JOB DIMENSIONS:

    Supervision Received:

    • The PA receives direction and guidance from the Director of Procurement as oversight for all spread PAs
    • The PA receives day to day direction and guidance from the Superintendent

    Supervision Exercised:

    • The PA will manage and delegate tasks to the Assistant Purchasing Agent (APA)
    • The PA will train APA on all Essential Job Functions, tools and processes
    • The PA will manage the staff and delegate all tasks pertaining to the Procurement and Warehouse Yard assignments

    Contacts:

    • The PA is responsible for maintaining continual working relationships with the Project Manager and the Superintendent on the project
    • The PA will maintain contact with all other Welded PAs on a regular basis as arranged by the Director of Procurement
    • The PA will establish strong vendor relationships within the industry to maintain pricing, flexibility, quality improvements and customization
    • The PA will maintain contact with the Inventory Control Specialist, Accounting and Information & Security Technology (IST) personnel in the Welded Corporate Office to communicate any issues and participate in making improvements to the Welded Procurement program

     Essential Job Duties:

    Primary functions for assigned project include, but are not limited to:

    1. Operating as a key member of the Project Team
    2. Understanding and managing the Project Procurement Plan and all associated activities in accordance with the Project Budget, the needs of the construction and project management teams and Welded corporate policies and procedures
    3. Plans and manages all procurement activities in accordance with the project construction schedule ensuring zero waiting time for materials and supplies
    4. Responsible for assisting with all mobilization and demobilization
    5. Negotiates vendor terms, prices and schedules delivery
    6. Evaluates vendors for the purpose of determining their capability for performing to established specifications
    7. Coordinates equipment, mats and rentals with Welded Corporate Office Transportation and Equipment Manager(s)
    8. Understands and trains subordinates on Welded Procurement Policies and Procedures
    9. Sets up accounts with vendors and submits New Vendor requests as needed
    10. Creates, updates and executes a list of job specific products, quantities and bulk orders with Project Manager, Superintendent and Assistants based on project schedule
    11. Manages the Procurement of all rolling stock and parts ordering for equipment and rentals
    12. Responsible for up to date inventory item certifications and calibrations within assigned trailers
    13. Adheres to all Welded Procurement Policies and Procedures
    14. Manages distribution of tools, equipment and materials to authorized personnel
    15. Ensures that inventory and material management across the project is maintained and accurate throughout the entire lifecycle of the project
    16. Participates in company meetings, assigned training, workshops, etc. for the purpose of conveying and/or gathering information required to perform job functions
    17. Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the Warehouse Yard
    18. Utilizes inventory system to check for available assets companywide before purchasing
    19. Assists Inventory Control Specialist with scheduled and unscheduled inventory audits
    20. Closes out all Procurement activities on the project prior to the last scheduled day of employment

     

    Requirements:

    • Education – Bachelor of Science, Business, Procurement Management or a related field from an accredited college or minimal 5 years Procurement/Purchasing experience in Pipeline Industry
    • Strong computer skills in Microsoft Office (Word, Excel, and Outlook)

    Environmental Safety & Health Lead

     Summary:

    ES&H Lead functions and supports within an assigned pipeline project. ES&H Lead provides and supervises ES&H responsibilities for the job site. ES&H oversees all ES&H Assistants assigned to any one specific project. ES&H coordinates all ES&H functions and supports all ES&H and DOT compliance functions pertaining to the project and corporate office. ES&H Lead supports the Director of ES&H as well as the ES&H Specialist. The ES&H lead shall support the field work pertaining to any ES&H-DOT compliance matters. On a project the ES&H Lead will communicate with the superintendent on a daily and regular basis.

    JOB DIMENSIONS:

    Supervision Received:

    • Receives direction and guidance from Director of ES&H. Work is closely reviewed to verify accuracy. Follows guidelines established by procedures, methods and techniques. Items to be noted and referred to supervisors are identified.

    Contacts:

    • Maintains contact, as appropriate, with job site superintendent, with government regulatory and resource agencies to obtain current information on new regulations, program initiatives, and technical requirements and standards. Maintain communication with ES&H Director, ES&H Specialist.
    • Maintains contact with other safety personnel (e.g. project safety lead) to keep them informed of changing requirements and to provide technical assistance.
    • Maintains contact with professional colleagues and organizations in government and industry to keep abreast of advancements in the discipline field.

    Essential Job Duties:

    Primary functions for assigned project include, but are not limited to:

    1. Responsible for building a safety culture within the organization.
    2. Assisting Corporate ES&H Team with revising environmental, safety, and health policies and procedures.
    3. Manages, coordinates, and supports the ES&H program including written programs, training, attending safety committee activities, and weekly project meetings.
    4. Manages immediate incident, accident, reporting and investigations of Near Miss/Unsafe Conditions. Communicates information through lessons learned across company.
    5. Reports and submits employee incident reports to the Director of ES&H.  Acts as company liaison between injured employee and Occupational Health clinics.
    6. Manages Drug and Alcohol program project specific.
    7. Prepares weekly Corrective Action reports to measure trends on jobs.
    8. Coordinates and conducts safety, health and environmental training, certification and inspection programs, e.g. lockout/tag out, JHA, confined spaces, fire extinguishers, and all other mandated OSHA training.
    9. Maintains the MSDS inventory and manuals or electronic files foe specific projects.
    10. Orders First Aid and PPE Supplies
    11. Responsible for making sure that Assistant ES&H leads are preparing incident investigations, root cause analysis reports for incidents and maintain confidential records (e.g. employee worker’s compensation files and OSHA logs). Ensure all required documentation is managed on a daily basis.
    12. Uses excellent customer service skills, establishes and maintains effective working relationships with employees, departments, members of management, suppliers and federal/state/local officials.
    13. Develops all on site emergency action planning. Notifies and meets with all local authority officials to create awareness of the company’s presence and efforts in the area. The information is shared and communicated to all employees on the spread.
    14. Ensure all equipment maintenance records are up to date as well as all inspection documentation for all equipment.
    15. Conduct and/or manage orientation for crafts, contractors and sub-contractors.
    16. Notify 811 set up one calls for project specific area. Location of all underground utilities.
    17. Ensure all medical evaluations and proper documentation are completed and filed on the project.
    18. Ensure all environmental aspects are compliant for the job.
    19. Calibrate and provide proper data recordings for all specified monitoring systems on site.
    20. Ensure all fire protection requirements are compliant.
    21. Complete monthly expense reports
    22. Schedule and complete field assessments daily to monitor all crews and their efforts.  All inspections shall be recorded and forward to the corporate office.
    23. Monitor all crews JSA reporting (Job Safety Analysis) ES&H Lead shall sign off showing attendance and review of proper and safe work scope.

     

    Requirements:

    • Bachelors of Science Degree specialized in scientific field preferred (safety and health, safety engineering, public health, environmental or any other technical field. Experience of the industry, additional training, Minimal 5 years of field ES&H project management.
    • Minimal 10 years in overall construction experience
    • Strong computer skills Microsoft Office Suite(word, excel, and power point)
    • Knowledge of ES&H management, monitoring programs, principles, and methodologies.
    • Knowledge of ES&H laws and regulations and applicable agencies’ permitting processes and responsibilities.
    • Ability to carry out tasks and projects to their completion with minimal supervision.
    • Ability to work independently with multiple tasks, priorities and a strong attention to detail.
    • Ability to maintain the confidential nature of the ES&H & HR Office.
    • Must be pro-active and attention to detail is a must. Strong oral skills and written communication.
    • Knowledge in Pipeline experience preferred.

    Heavy Equipment Mechanic

    Summary:

    Responsible for the repair and maintenance of Company owned equipment and vehicles, while operating in a safe and efficient environment. This position will be working primarily with CAT equipment, but also other well-known brands such as John Deere.  Experience in the pipeline industry and/or working with older equipment is a plus.

    Essential Job Duties:

    1. Diagnose, service and repair equipment.
    2. Ensures proper, safe and preventative equipment maintenance, where appropriate.
    3. Complies with all environmental, health, and safety & training policies, procedures and requirements.
    4. Maintains a clean and well-organized work area.
    5. Creates work orders on all repairs and services providing legible and accurate information for all work performed.

    Requirements:

    • Heavy Equipment Mechanic: 5-7 years
    • High school or equivalent
    • Valid Driver’s License
    • Service Technician certification is preferred.
    • Able to work in heavy industrial environment with some noise, confined spaces, dust, etc.
    • Must be able to wear all required personal protection equipment including, but not exclusive, of safety glasses, hard hat, safety vest, steel toed boots, etc.
    • Involves frequent walking, standing, crouching, kneeling, bending and balancing.
    • Requires talking and hearing to express ideas and receive detailed oral instructions.
    • Must be able to perform heavy work and heavy lifting, with frequent lifting up to 75 pounds.
